layouts don't automatically get approved. they go through a queue where moderators approve or reject them. there's a quideline where it outlines basic do's and don't's when submitting something. if a moderator considers the submitted layout to be of standards, it's accepted.

How many times do you have to submit a layout to get them approved?
And why don't they approve them all?

i dont really udnerstand what you mean by dark color and no celebs, that sounds like just atexture to me. if you want textures you could visit deviantart.com and search up textures. :)
